Star Ledger Editorial Endorses Mayor Zimmer’s Demand for Release of Hoboken Police Audit

        At this week’s City Council meeting, members of the public demanded that the State of New Jersey meet its longstanding obligation to release the audit it conducted of the Hoboken Police Department.  This document was prepared and provided to Mayor Zimmer in draft form, and she was advised that it would be released shortly after cosmetic changes to the document were completed.  Months passed and the audit still has not been released.  At the most recent January 30th City Council budget hearing, State Fiscal Monitor Judy Tripodi advised the City Council that the audit would be released “soon” but failed to provide a firm date and also claimed that she has no control over its release.  This delay is unjustified and entirely unacceptable.
        Earlier this morning, the New Jersey Star Ledger released an editorial stating that Governor Chris Christie should demand that the Hoboken police audit be released immediately.  Significantly, the Star Ledger noted that taxpayers in Hoboken have a right to review the audit before labor contracts are signed, so citizens know both where the waste is, and how it will be cut.  The editorial also draws a direct connection between this issue the Mayor and City Council’s ability to deliver on its promises, stating “The new mayor and council of Hoboken have pledged they’re ready to change the city’s culture of waste, abuse and excess.  This report is a necessary tool.”
       City Council members have not been provided a copy of the police audit.  Yet, the Council as a whole may soon be requested to vote to ratify labor union contracts related to the police department.  Any decision on these contracts appears premature and improper pending the release of the audit.   Accordingly, I join in the call of the Mayor, many of my council colleagues, and now the Star Ledger editorial board, in demanding that this audit be released to the public without further delay.  I also commend Mayor Zimmer for her bold leadership on behalf of the residents of our city.

The Starting Lineup – Confirmed

Other than actually running for office in Hoboken, the second toughest gig in town might be coming in as a Director these days.  At the City Council meeting last Wednesday night, the finality of confirmation went through smoothly although many in the audience were awaiting a blip.  Thankfully, it never came.  But let’s salute the new Directors first.  They’ve been subjected to a trial by fire more difficult than candidates on Survivor.  They all deserve a ton of credit for their efforts to this point. Over one year ago, one of the first actions Judy Tripodi, Hoboken’s Fiscal Control Monitor was to request detailed operational audits of the Public Safety Department, Divisions of Police and Fire. This request was made to Susan Jacobucci, Director of the Division of Local Government Services, Department of Community Affairs, State of New Jersey.
In brief, little was done on the fire department’s audit and the Hoboken city council is now seeking an independent outside firm to perform the audit. Fire Chief Blohm has indicated at the budget workshop that he welcomes such an audit. On the other hand, considerable effort was expended on the police department.
Mayor Zimmer previously announced that she expected the state’s audit of the police department to be released on or about Jan. 18, 2010, at which time she would forward it to the Director of Public Safety and the Police Chief for their perusal. After one week, she would release the report to the public.
As of this date, the audit has not been released by Director Jacobucci and the ‘word on the street’ is that it will not be released because it can compromise current labor contract talks. This does not make any sense since this report is only a baseline which can be used by the Fiscal Control Monitor, the Mayor and the Governing body to assist them in their decision making regarding operating the police department in as cost effective manner as possible.
I urge every citizen in Hoboken to contact the Governor’s office to intercede and order Director Jacobucci to release this report in the best interests of the City of Hoboken.
Our taxpayers have helped pay the bill for this effort and it should not be wasted.

Talking Ed Note: Both MSV and the Hudson Reporter attempted to get a comment from Susan Jacobucci’s office yesterday.  We have not received a phone call back, nor are we expecting one.  The only answer we want to hear is when the report will be here in Hoboken.

Corporate Counsel on Public Safety Audit

Prior to the City Council meeting, MSV had an opportunity to raise the question of the legal issue surrounding the call for the Public Safety Audit for the Hoboken Police Department and the questions surrounding the draft document.  As raised in the Hoboken Forum on NJ.com by a reader, we posed a speculative question (albeit reluctantly) on the idea of the Mayor’s office releasing the incomplete findings and the repercussions. Mr. Kates indicated the were two issues with the idea; first it was an ethics violation and it would lead to a credibility issue with a new Governor.  Considering that the Zimmer Administration is also just getting underway since the November election, there’s not a lot of capital to be gained in acting in such a manner. This is the last time we’ll be approaching the Corporate Counsel with such a speculative request.  For those who did not see the City Council meeting, it’s a good idea to check out the stream and see the public portion at the end.  There was quite a bit of interest from the public in seeing Trenton and specifically Director Susan Jacobucci finally release the report.  And that’s putting it mildly. MSV along with the Hudson Reporter are following up seeking answers from Trenton and we’d like a response from Director Susan Jacobucci.  We’ll be following up on this story and having spoken with our counterpart at the Hudson Reporter, we know they are focusing on getting a result too. This is quickly escalating to Gov. Christie’s office.  We’ll let people know how to effectively take a stand on behalf of Hoboken.  It’s just at that point.

Lt. Andriani’s suspended pay – all on the table

Lt. Angelo Andriani now suspended without pay was the second part of the press conference held this morning at City Hall and the summation of it concludes: everything is on the table including the City recovering pay for the two years he’s been on suspension.  Corporate Counsel Kates made it clear this is all now part of the discussion in talks with Mr. Andriani’s attorney.  He later added his conclusion justifying the suspension without pay and the redress of earlier suspended pay came from his fresh review of the case. Mayor to State – “Where’s the Report!?”

In a blockbuster news conference held at City Hall this morning, Mayor Zimmer held the preliminary draft of the Public Safety Audit on the Hoboken Police Department and stated it had been in her possession since the fall but she was unable to share it with the appropriate internal agencies and the government along with the public.  Declaring the State had not completed its “cosmetic” changes since last September she added, “Five months is long enough to do edits” and she was finally going public as a result to get it released.
