Corporation Counsel: 2008 Condon contract under review

In successive phone interviews Monday afternoon, Corporation Counsel Michael Kates outlined the various issues surrounding a $29,000 contract to Attorney Paul Condon.  The contract approved unanimously in the last City Council meeting is now under review in connection to a 2008 professional services agreement for legal services evaluating any possible violation of the 2007 Pay-to-Play ordinance.

The 2008 contract issued to attorney Paul Condon occurred during the Roberts Administration and the ordinance limits vendors from obtaining any such contract with the city if there are contributions to city officials within one calendar year.  “Condon would be precluded, would be prevented from a contract for one year from that donation,” Mr. Kates said.  Within the one year timeframe, Mr. Condon and his spouse had earlier made separate donations to then Councilman Peter Cunningham of $750 and $500 in 2007.  Both donations could be problematic to the ordinance regulations although there is no record of the City Council voting on the original contract in 2008 under Dave Roberts. Hudsonshark off the Mason payroll

With the smell of a Beth Mason paycheck in the Hudson or down in the lower depths of the sewer, Hudsonshark had been on hiatus since the election but has returned to take a few shots at MSV.

Hudsonshark was captured belly up rolling around like a lost catfish off Pier A.  Maybe Hudsonshark’s gills got clogged as he seems to be suffering from some confusion thinking it’s an election year.  He just kept saying over and over, “Beth pay me, not Paul.  I’ll make you mayor.” Read More...

=&0=&, a new slate of candidates for the Hoboken school board filed its petitions Monday and launched its campaign for the April 20 election. The slate is led by long-time Hoboken activist =&1=& and includes =&2=&=&3=& and =&4=&. Markevitch, Lin and Tucker are running for three-year terms and Forsman is running for a one-year term.

Three slates and three blind mice

MSV is announcing there will be three full slates for the April BoE election.  Frank Raia recently out of the hospital is said ready to field another slate to avenge his loss last year and should be available to make a run himself. He suffered a gallbladder problem but it should not prevent him from taking another shot if he wishes.

Kids First is also coming to bat and they have a shocker on their ticket: there’s a member of Hoboken Revolt joining the slate.

Last a rumored “Maureen First” ticket of mostly first time BoE election participants will field a full slate of candidates as well.  Last month, Maureen Sullivan loudly proclaimed her “resignation” from Kids First calling her former colleagues “the machine” and citing spending disagreements.  No one has been able to interview Maureen Sullivan to answer questions on any of her complaints.  MSV tried for nine days to no avail with private emails and public invitations. Beth Mason charge “Most Blatant Conflict” Ever

The Hudson Reporter picked up on Mile Square View’s story Saturday and posted a story with vociferous complaints by Councilwoman Beth Mason on the Condon contract approved in the last City Council meeting.

Describing the “conflict” of Councilman Bhalla and Mr. Condon renting the same office, she’s quoted, they “rent the same law office on River Street and share operating expenses totaling tens of thousands of dollars.  If Mr. Condon can’t pay his share of those expenses, this directly affects Councilman Bhalla’s personal finances.” Read More...

Councilman Ravi Bhalla to Hoboken411 – 100% WRONG!

Councilman Ravi Bhalla rejected any charge he violated the Hoboken pay to play law ordinance as charged earlier in a Hoboken411 “exclusive.”  Hoboken411 accused Councilman Ravi Bhalla and Council President of the violation and said both had a legal requirement to abstain on a contract issued to attorney Paul Condon in the last City Council meeting.  The contract is intended for legal services in the case of Lt. Angelo Andriani who was recently suspended without pay after an incident in the Tampa Bay Airport. Read More...

Upon further investigation, I see that Condon has been representing the case since 2008. Your investigator needs to see what sort of contract he entered into and when:

Was the contract entered into within 12 months of the contract – by May 2008?

Was the contracted amount over the annual bid limit (the threshold was somewhere between $25K or $29K)? If not, the public bidding requirement does not apply; the professional services exemption from public bidding would then be not applicable and consequently the Pay-to-Play ordinance would not apply.
